Ministerstvo zemědělství (MZe) několik takových případů řešilo s rybářskými organizacemi. Podle vzoru jiných dokumentů, například Ministerstva vnitra (MV), vydalo stanovisko k posuzování prokazování odborné způsobilosti k výkonu rybářského práva a k výkonu práva myslivosti v době nouzového stavu.

Podle tohoto stanoviska mohou osoby, kterým po 1. březnu skončila platnost rybářského lístku během nouzového stavu prokazovat odbornou způsobilost k výkonu rybářského práva i nadále tímto neplatným dokladem. Příslušné správní orgány, a to včetně rybářské stráže, by neměly přestupky týkající se neplatného rybářského lístku řešit. Týká se to případů, k nimž došlo po 1. březnu 2020 po dobu trvání nouzového stavu.

Stejný postup platí u prokazování odborné způsobilosti k výkonu práva myslivosti, tedy u osob, kterým skončila platnost loveckého lístku po 1. březnu 2020.
